UGC Initiatives to Support Students with Speech and Language Disabilities in Higher Education
New Delhi, April 11 — In a significant step towards inclusive education, the University Grants Commission (UGC) has outlined clear guidelines aimed at supporting students with Speech and Language Disabilities (SLDs) in higher education institutions across the country. These guidelines emphasize respect, flexibility, and the adoption of assistive technologies to ensure equal academic opportunities.
Promoting Respectful Communication
One of the primary recommendations focuses on the importance of respectful communication. Students with speech and language challenges often face social barriers in academic settings. UGC advises faculty and peers to allow such students sufficient time to speak without interruption or unsolicited aid, fostering a supportive and understanding environment.
Flexibility through Assignment Modifications
To cater to the diverse learning needs of students with SLDs, the guidelines recommend modifications in assignment formats. This includes enabling students to make one-to-one presentations instead of traditional classroom presentations, and allowing the use of computers with voice synthesizers to help them articulate their ideas effectively.
Provision for Alternative Assessments
Recognizing that oral reports may pose challenges for students with speech disabilities, the UGC encourages institutions to provide alternative assignments. These can be written or visual in nature, ensuring students are assessed fairly without compromising academic standards.
Emphasis on Assistive Devices and Communication Methods
The use of assistive devices and alternative communication methods is strongly encouraged. Tools such as speech-generating devices, communication boards, and software-based voice assistance can be instrumental in helping students communicate and participate actively in classroom activities.
Commitment to Accessibility and Inclusion
This initiative aligns with UGC’s commitment to ensure accessible and inclusive education for all, in line with the Rights of Persons with Disabilities Act, 2016. Institutions are urged to refer to the UGC Guidelines on Divyangjans and Specific Learning Disabilities (SLDs) for detailed implementation frameworks.
