UGC : NAAC

UGC Reopens Portal for Annual Quality Assurance Report Submission

Last Opportunity for Universities and Colleges to Submit AQAR for 2023-24

The University Grants Commission (UGC) has reopened the portal for universities and colleges across the country to submit their Annual Quality Assurance Reports (AQAR) for the academic year 2023-24. This decision provides a final opportunity for institutions that missed the earlier deadline to comply with National Assessment and Accreditation Council (NAAC) requirements. The portal will remain open from January 27 to February 2, 2025.

Extended Deadline for Bihar Institutions

In Bihar, over 100 universities and colleges have yet to submit their AQAR. As of now, only 103 institutions, including universities, government colleges, and private colleges, have successfully filed their annual reports. Previously, the deadline to submit the AQAR was December 31, 2024.

This extension is particularly crucial for institutions in the state, where a large number of universities and colleges have failed to meet the mandatory requirements. Prof. N.K. Agarwal, State Nodal Officer for NAAC under the Bihar State Higher Education Council, emphasized the importance of adhering to this extended timeline.

Separate Window for New Applicants

For institutions that have never applied for NAAC accreditation, a separate portal will be made available shortly. This measure is designed to encourage participation from new universities and colleges, particularly those recently established or currently not eligible due to UGC 12(B) listing issues.

Challenges in Bihar’s Higher Education System

Several new universities in Bihar, including Pataliputra University, Maulana Mazharul Haque Arabic and Persian University, Munger University, and Purnea University, remain ineligible for NAAC accreditation as they are not yet included in the UGC's 12(B) list. Additionally, over 500 government and private colleges in the state have never applied for NAAC accreditation. This includes several colleges affiliated with major universities such as Patna University and Pataliputra University.

Final Warning from UGC

The UGC has issued a clear directive to all universities and colleges to complete the AQAR submission process by February 2, 2025. Failure to comply will result in these institutions being excluded from future accreditation-related opportunities. Prof. Agarwal urged institutions to treat this as their final chance to align with the accreditation standards.

Role of NAAC in Quality Assurance

The submission of AQAR is a critical step for institutions seeking NAAC accreditation, which plays a vital role in ensuring the quality and standards of higher education in India. Accredited institutions gain access to various funding opportunities and other benefits from UGC and the Ministry of Education.

Bihar’s Struggle with Compliance

Despite UGC’s repeated extensions, compliance remains a challenge in Bihar. Experts believe that a lack of awareness, infrastructural constraints, and administrative inefficiencies are the primary reasons behind the low submission rate. Institutions that fail to submit their AQAR risk missing out on future funding and recognition.

Need for Proactive Measures

Educationists in the state have called for proactive measures to increase awareness about the importance of accreditation. They have urged state authorities to provide technical and administrative support to institutions struggling with the AQAR submission process.

Impact on Higher Education

The lack of NAAC accreditation not only affects the credibility of educational institutions but also limits opportunities for students. Accredited institutions often attract better faculty, resources, and funding, creating a significant gap between accredited and non-accredited colleges.

UGC’s Commitment to Quality Education

The UGC’s decision to reopen the portal reflects its commitment to ensuring higher standards of education in the country. Institutions are now being urged to prioritize compliance and contribute to the overall improvement of India’s higher education system.

Call to Action for Bihar Institutions

As the February 2 deadline approaches, universities and colleges in Bihar are being encouraged to act swiftly. Prof. Agarwal has appealed to all stakeholders to recognize the importance of this opportunity and complete the AQAR submission process without further delay.
