UGC Draft Regulation 2025: Key Updates for PhD Holders and Aspiring Academics



Union Education Minister Dharmendra Pradhan introduced the UGC Draft Regulation 2025 on January 6, 2025. These guidelines, officially titled UGC (Minimum Qualifications for Appointment & Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education) Regulations, 2025, define the eligibility criteria for academic appointments and promotions across higher education institutions in India. The regulations aim to elevate the quality of education and ensure uniform standards in faculty appointments.

Qualification Criteria for Assistant Professor Roles

Candidates aspiring for Assistant Professor roles in Arts, Commerce, Humanities, Law, Social Sciences, Sciences, Languages, Journalism, and Management must fulfill the following requirements:

Hold a postgraduate degree with at least 55 per cent marks or an equivalent grade.

Clear the National Eligibility Test (NET), State Eligibility Test (SET), or State-Level Eligibility Test (SLET).

For Engineering and Technology disciplines, a postgraduate degree such as ME or MTech with 55 per cent marks suffices. As per AICTE standards, candidates in these fields are exempt from the NET/SET/SLET requirement.


Relaxation for PhD Holders

Candidates holding a PhD degree enjoy the following advantages:

1. Exemption from NET/SET/SLET: PhD holders in any discipline are eligible for Assistant Professor roles without the need to qualify for these tests.

2. Discipline-Specific Eligibility: If a candidate’s PhD is in a different discipline than their undergraduate or postgraduate degree (aligned with NCrF levels), their PhD discipline will determine eligibility.

3. Relaxation for Pre-1991 Graduates: PhD holders who completed their postgraduate degrees before September 19, 1991, receive a 5 per cent relaxation in marks.

4. Special Exemption for Pre-2009 PhDs: PhD candidates registered before July 11, 2009, are governed by the regulations of their awarding institutions and are exempt from NET/SET/SLET for academic appointments such as Assistant Professor, Librarian, or Director of Physical Education.

A PhD degree is now mandatory for promotions to higher academic levels, ensuring quality and expertise in advanced teaching roles:

Assistant Professor (Academic Level 12)

Associate Professor (Academic Level 13A)
