Prime Minister Shri Narendra Modi's Union Cabinet has authorized One Nation One Subscription, a new Central Sector Scheme that will give everyone in the nation access to academic research articles and journal publications.

The program will be run using a straightforward, user-friendly, entirely digital procedure. This will serve as a "One Nation One Subscription" facility for the central government's R&D labs and higher education institutions.

ONOS Budget of Rs. 6,000 Cr.

As a new Central Sector Scheme, One Nation One Subscription has been allotted around Rs 6,000 crore for the three calendar years of 2025, 2026, and 2027. In order to maximize access to high-quality higher education for India's young, One Nation One Subscription will expand and deepen the scope and reach of the various education-related initiatives the Indian government has carried out during the last ten years. 

This will support the ANRF's efforts to advance R&D and cultivate an innovative and research-oriented culture across government colleges, universities, research facilities, and R&D labs.

How to Register for ONOS?

INFLIBNET (Information and Library Network), an independent inter-university center under the University Grants Commission (UGC), will centrally coordinate the entire subscription procedure. To guarantee a smooth user experience, INFLIBNET will oversee the provision of digital access to these journals.

All users will be able to access journals easily and conveniently thanks to a digital platform. This method reduces administrative hassles and provides on-demand access.

How will ONOS Benefit?

Through a national subscription arranged by a central organization, specifically the Information and Library Network (INFLIBNET), an independent inter-university center of the University Grants Commission (UGC), the One Nation One Subscription scheme will benefit all Higher Educational Institutions managed by the Central or State Government as well as Central Government Research & Development Institutions. The One Nation One Subscription could potentially benefit nearly 1.8 crore students, staff, and researchers from the more than 6,300 institutions on this list.

This aligns with the objectives of the Anusandhan National Research Foundation (ANRF), National Education Policy (NEP) 2020, and Viksitbharat@2047. In order to support both core and interdisciplinary research in the nation, the project will increase access to scholarly publications for a large diaspora of students, instructors, researchers, and scientists from all disciplines, including those in tier 2 and tier 3 cities. The ANRF will regularly review how institutions use the One Nation One Subscription program and monitor the publications by Indian authors from these institutions.

State Gov to Conduct Campaigns for ONOS

In order to increase the use of the facility nationwide, the DHE and other Ministries that oversee HEIs and R&D Institutions will actively carry out Information, Education, and Communication (IEC) campaigns among these institutions' faculty, researchers, and students regarding the availability and method of accessing One Nation One Subscription. Additionally, the State Governments will be asked to conduct campaigns at their level to maximize the use of special facilities by researchers, faculty, and students at all government institutions.
