In a letter dated November 20, 2024, UGC secretary Prof Manish R. Joshi stated that many students continue to face challenges in enrolling two academic programmes simultaneously primarily due to the insistence of HEIs on submission of migration or school leaving certifications during admissions. “This requirement limits the students’ ability to secure admission to two programmes and undermines the purpose of the guidelines,” Prof Joshi stated in the letter.
Provisions of Guidelines
Students can pursue two full-time courses if class schedules do not overlap.
Dual enrollment is allowed in one full-time physical course and another through Open and Distance Learning (ODL) or online mode.
Only UGC-recognised institutions can offer degree or diploma programmes under ODL/online modes.
These guidelines exclude PhD programmes and apply prospectively from the date of notification.
Objectives Of Dual Enrollment
The initiative aims to promote multidisciplinary education, eliminate rigid subject barriers, and promote holistic development.
Students can explore specialised fields alongside character building, ethical values, and intellectual curiosity.
The guidelines also intend to prepare individuals for fulfilling careers while enabling economic independence.
